
1. Consider the interim agreement concluded on behalf of the Karabakh congress with the Azerbaijani government as violated by the latter due to the organized attack of the Azerbaijani troops on the peaceful Armenian population of Karabakh and the extermination of the population in Shushi and surrounding villages.
2. Declare the accession of Nagorno-Karabakh to the Republic of Armenia as its integral part.
3. Request the delegation of the Republic of Armenia in Moscow to inform the Russian Soviet Government on the Congress’ decision.

The congresses of plenipotentiaries of Nagorno-Karabakh and the People’s Government and National Council that they elected fully executed state power in the de facto independent Nagorno-Karabakh before the Turkish intervention in Transcaucasia, after the capture of Baku by Turkish troops (September 1918), and after the abolition of the Turkish ADR troops.
