This is a foreign affairs document of the Armenian SSR prepared by Stalin’s decree. It consists of 500 pages based on the plan of US President Woodrow Wilson to connect Western Armenia (now occupied by Turkey) to Eastern Armenia.
The USSR was indeed preparing to launch an intervention in Turkey, but the atomic bombings of Hiroshima and Nagasaki frightened Stalin and forced him to cancel the deployment of any troops in Turkey.
By that time, the Turkish army had already abandoned its positions to the east of Turkey and was not going to offer any resistance to the Red Army that had won WWII. The territories liberated from Turkey were to become a part of the Armenian and Georgian SSR in accordance with Stalin’s plan.
