The Security Council,
Recalling the statements made by the President of the Security Council on 29 January and 6 April 1993 concerning the Nagorno-Karabakh conflict,
Taking note of the report of the Secretary-General dated 14 April 1993,
Expressing serious concern at the deterioration of relations between the Republic of Armenia and the Republic of Azerbaijan,
Noting with alarm the escalation of armed hostilities, in particular the recent invasion of the Kelbadjar district of Azerbaijan by local Armenian forces,
Concerned that this situation poses a threat to peace and security in the region,
Expressing grave concern at the displacement of a large number of civilians and the emergency humanitarian situation in the region, particularly in the Kelbadjar district,
Reaffirming respect for the sovereignty and territorial integrity of all States in the region,
Reaffirming also the inviolability of international borders and the inadmissibility of the use of force for the acquisition of territory,
Declaring its support for the peace process being pursued within the framework of the Conference on Security and Cooperation in Europe, and deeply concerned at the destructive consequences that the escalation of armed hostilities may have for this process,
- Demands the immediate cessation of all hostilities and hostile acts with a view to establishing a durable ceasefire, as well as the immediate withdrawal of all occupying forces from the Kelbadjar district and other recently occupied areas of Azerbaijan;
- Urges the parties concerned to resume negotiations immediately with the aim of resolving the conflict within the framework of the peace process of the Minsk Group of the Conference on Security and Cooperation in Europe, and to refrain from any actions that would obstruct a peaceful settlement;
- Calls upon the parties to ensure unimpeded access for international humanitarian relief operations in the region, particularly in all areas affected by the conflict, in order to alleviate the suffering of the civilian population, and reaffirms that all parties are bound to comply with the principles and rules of international humanitarian law;
- Requests the Secretary-General, in consultation with the Chairman-in-Office of the Conference on Security and Cooperation in Europe and the Chairman of the Minsk Group, to assess the situation in the region, particularly in the Kelbadjar district of Azerbaijan, and to submit a further report to the Council;
- Decides to remain actively seized of the matter.

In the event of your confirmation of the opposing side’s agreement, we pledge, for a period of one week beginning at 5:00 a.m. on 27 June 1993 (Sunday), to cease all offensive operations and attempts to advance from the line of contact existing at that time; as well as all rocket and artillery shelling and aerial bombardments along the entire sector of hostilities from the village of Madagiz in the north to the city of Agdam in the south. This arrangement shall take immediate effect upon receipt of the aforementioned confirmation.

In the event of a reciprocal commitment by both sides, we pledge to guarantee security within the territory under our control in the area of Height 482.2, where at 14:00 on 28 July 1993 a meeting will take place between the official representatives of Azerbaijan and Nagorno-Karabakh.
The previously reached agreement between the parties on a ceasefire shall automatically be extended until 24:00 hours on 28 July, unless other terms are agreed upon during the aforementioned meeting.
The Azerbaijani delegation to the meeting will include:
- S. Abiev – Acting Minister of Defense of the Republic of Azerbaijan
- I. Aliyev – State Minister
- I. Kyazimov – Deputy Chairman of the State Committee on Prisoners of War and Hostages
- T. Zulfugarov – Representative of the Ministry of Foreign Affairs

AGREEMENT
REACHED AT THE MEETING OF OFFICIAL REPRESENTATIVES OF AZERBAIJAN AND NAGORNO-KARABAKH
28 July 1993
The parties agreed to extend the previously reached agreement (24 July 1993) on the cessation of all offensive operations, rocket and artillery shelling, and aerial bombardments for a period of seven (7) days, during which arrangements shall be made for a meeting between the leaders of Azerbaijan and Nagorno-Karabakh. The agreement on the forthcoming meeting shall be concluded by duly authorized special representatives of Azerbaijan and Nagorno-Karabakh.
Upon reaching the aforementioned agreement, the arrangement on the cessation of all offensive operations, rocket and artillery shelling, and aerial bombardments shall automatically be extended until 24:00 hours on the day of that meeting, unless other terms are agreed upon therein.
